Flying Germany and the Netherlands into the cloud
21 October 2025

As the EU strives to enhance its competitiveness, technology is a key part of the equation. Shrinking working-age populations and expanding aging populations will require digital innovation for sustained economic growth and prosperity.

To support the EU’s digital resilience and technological leadership, Oracle will invest more than €2.5 billion over the next five years in cloud and artificial intelligence (AI) infrastructure in Germany and the Netherlands. These commitments include a significant increase in Oracle’s AI capacity in its Amsterdam and Frankfurt cloud regions to meet rising demand for cutting-edge technology services.

Oracle’s infrastructure directly supports European governments’ ambitions to foster a more robust and innovation-driven technology ecosystem. It also plays a key role in accelerating AI adoption in companies of all sizes in sectors such as logistics, healthcare, life sciences, agrifood and energy, all of which are vital to Europe’s economic competitiveness and resilience. With these new investments, customers in Germany, the Netherlands and across the EU with data and applications that are sensitive, regulated and of strategic regional importance will be able to take advantage of the latest AI innovations and cloud services.

Of the investments’ impact in Germany, Thorsten Herrmann, senior vice president and Germany country leader, Oracle, explains:

‘With our plans to invest €1.7 billion in AI infrastructure and cloud computing over the next five years, we are helping organisations across Germany accelerate their AI and cloud journeys. In addition, we’re supporting the federal government’s objective of strengthening Germany as a hub for AI investment and innovation in Europe. With this investment, Oracle is doubling down on its commitment to helping organisations of all sizes and across every industry in Germany innovate with AI to build resilience and unlock new levels of productivity and growth.’

Likewise, Wilfred Scholman, vice president and Netherlands country leader, Oracle notes:

‘Organisations in the Netherlands are rapidly embracing AI and new technologies. The Dutch government has made clear its ambition to establish a strong technology industry ecosystem in the Netherlands that offers opportunities for AI innovation for both economic and societal benefit. The investment we are announcing today, including a significant expansion of Oracle Cloud Infrastructure’s AI infrastructure capacity, reaffirms our commitment to help organisations in the Netherlands of every size and across every industry – including the Netherlands’ thriving startup and small and medium-sized enterprises sector – innovate with data and AI to boost productivity, resilience and sustainable growth.’

With investments like Oracle’s, the EU can advance its digital transformation and secure its role as a global leader in the technology of tomorrow.
